The House bill for the Dolly Parton Imagination library has passed unanimously by the Early Childhood committee and is now under consideration by the Ways and Means committee. It would be helpful if you would send an email to your rep and senator and ask them to prioritize this bill. Each one is asked by leadership to prioritize 3 bills . We want HB 2872 to be one of those bills and I need your help.

Hi, my name is ___ I am a constituent, and I am reaching out about HB 2872, a funding ask to provide books to all Oregon children ages 0-5. We know your office is working to prioritize funding asks right now. Early Literacy is an important topic this session. We are grateful the legislature has prioritized improving third grade reading through this discussion. We also know that the most fundamental first step is ensuring children have access to books in the home. HB 2872 does just that and is project to cost only $1.7m for the ’23-’25 biennium.
The “ask” in the email:
- Share with legislator the basics of the program and your experience with it
- Share that we are not an unknown quantity in the state – we are established.
- Share that we believe this works in concert with the Early Literacy proposals on the table to provide an important first step: ensuring children have access to books in the home.
- Share the minimal cost ($1.7m)
- Share all data that supports DPIL’s outcomes
- Ask them to include HB 2872 in their top three funding requests.
